Welcome to issue 5 of e-FP- which today is bought to you by courtesy of the public library in Agaete which has kindly provided a free wi-fi internet connection for the benefit of residents and visitors to the town.

Disappointingly there was little reaction from you to issue 4 - despite the fact that there was quite a lot of content (some of which was deliberately provocative). If you don't respond I don't know whether this newsletter (which now seems to be developing into a monthly, rather than a bi-monthly publication) is of interest or not and I don't know whether the sort of news items that attract my attention are what the rest of the TOC membership is interested in or not.  

Dante Mansi was one of the few members to respond and said:

"Please add my voice to the many who have already congratulated you on the innovative e-FP, it is a great step forward into the 21st century! Surely the fact that our cars are old-tech does not automatically preclude us from embracing new technology?

Conversely, having said that, I would resist a change to full colour printing as I really don't think the age and image of the cars suit it. Just think how much more atmospheric the black and white Rupert Davies 'Maigret' was compared to the Michael Gambon colour version!"

Floating Power

 

Just a reminder that the deadline for input to the March/April edition of Floating Power - Thursday 5th February - is rapidly approaching, so if you have a story to tell or you've something to sell please let me know.

The technical issues that I expected to be facing in preparing the next edition are largely now sorted so, apart from my normal concern about not having enough content, I'm not expecting any real problems with the production of the March/April edition.  

Oh, and I've also found a scanner I can use here in Agaete so you can still send photographs etc that need scanning - provided that you do it straight way.

Member reaction to the format of the January/February edition of Floating Power was also virtually non-existent but as expected those members who did respond had differing views - some liked the concept and had some useful suggestions for improving it for future editions and some were less enthusiastic.

On the question of the use of colour in Floating Power, which was prompted by Richard Carlin's question at the AGM,the TOC committee debated the subject again at it's meeting in January and has apparently now decided that it may be time for the TOC to move with the times and for colour to be used in Floating Power.

My understanding is (having read the summary notes of the meeting) that I am to be asked to investigate the cost of introducing colour into the magazine for a trial period in order to judge the reaction of Members to the change.  So thanks to all of you who took the trouble to write in to express your views on the subject.

 

2009 West of Ireland Rally

For those of you who were getting concerned about the lack of detail on the 2009 West of Ireland Rally - some good news.  

The 2009 Tour will commence where the last Tour finished - at the Creamery Bar at Bunratty Castle - and Day One will consist of a tour through the Burren to Galway.  Day Two will include a visit to the Arran Islands and Day Three will be a tour through West Galway's Killary Harbour (Ireland's only fjord) to Westport, County Mayo.

The organisers, Leslie & Joyce Scott, are hoping that everyone will be interested in staying in one Hotel each night (to avoid any possibility of drink driving etc. and to get better rates) where there will be a tour dinner - but they are at the moment investigating suitable campsites (although they are having some difficulty in this area).

More details to follow soon and a booking form should be in the next edition of Floating Power. The UK car registration 1 HRH was sold yesterday (29th January 2009)  at an auction sale held at Whittlebury Hall, Towcester, Northamptonshire for an impressive £113,815 (including commission, VAT and transfer costs), reports http://www.regtransfers.co.uk , the UK's leading private plates supplier.

 

1 HRH is the latest in a recent stream of exclusive private number plates to be bought for spectacularly high prices, despite the current uncertain economic climate, and has been the subject of significant media attention, with some commentators speculating that it might be a suitable car registration for a member of the British royal family, or for a foreign prince who might own cars in this country.

 

Experts in the private number plates industry, however, dismissed this as rather unlikely and, in the event, the number was purchased by an unnamed telephone bidder.

The ultimate Valentine's gift is up for grabs in Shepton Mallet

For everyone scratching their head for a Valentine's gift, the answer may be at the UK's longest-running classic car show in Shepton Mallet on Saturday 7 February.


Up for auction - Lot 211 to be specific - is a big, red, loud, shiny fire truck. This is no 80's cast-off ending its days as a stag night limousine, but a head-turner from the USA and the era of Charlie Chaplin.

UK-registered and tax exempt, she cost $500 (US dollars) when new but is expected to bring £13-15,000 when she goes under the hammer at the Footman James 30th Bristol Classic Car Show at the Royal Bath & West Showground.

The 1921 La France spent her life roaring down the streets of North Bend, Oregon, and her 14-litre engine still roars. Road legal and fully-equipped with rotary gear pump, ladders and hoses, this classic vehicle is completed with a classic fire engine bell.

 

Fire Chief Scott Graham who runs the North Bend Fire Department in Oregon has fond memories of the city's fire engine and says "She was the pride of the fleet at North Bend Fire in 1921. In fact, my grandfather was the first engineer to operate it when she was new. She served our city well for many years and we treated her like royalty. I am sure she will go to a loving home in the UK, but we would love to bring her home one day!"

The event auctioneer is expecting tremendous interest in both the fire engine and the other classic vehicles on offer.

"I suspect the fire engine is attracting a lot of attention, as it is any man's last chance to realise a boyhood dream," says Matthew Whitney of auctioneers Charterhouse.

12 Tips That IT Security Experts Use To Shop Safely Online

Despite the carnage that the credit crunch has wreaked on the High Street, online retail demand remains strong and is projected to grow into 2009 as economic conditions remain tight and competition between web retailers for our online spend heats up.

 

An early indication of this counter-cyclical trend was the significant growth of Christmas Day online trade in response to early January sales and the deep discounts available online from traditional High Street vendors.

 

The credit crunch, however, has also had the effect of bringing more scammers onto the internet than ever before.

 

As scammers become more sophisticated and people become more desperate to find ways to make money during the recession, consumers shopping online need to become

more vigilant and wary as to pitfalls out there.

 

Outlined below are some of the few basic internet security measures and "must do's" that people in the IT security industry adhere to in order to make sure that they shop safely online and to avoid falling prey to the many scammers, exploiters and opportunists who are all to ready to pounce!

 

The twelve golden rules to safely shopping online:

 

Rule One: Most Malware exploits are known problems with software and operating systems. The hacker, or code writer, is relying upon people being lazy and not keeping systems up to date. For this reason it is very important to keep your anti-virus product up to date with the latest signature files (this usually happens automatically in the background with most commercial anti-virus products) and operating system updates from Microsoft. This reduces the likelihood of malicious code or key-logging software running on your PC without your knowledge, transmitting your details to fraudsters across the internet.

 

Rule Two: Never go online without ensuring you have your personal Firewall enabled. This personal Firewall adds a layer of protection to the PC by stopping unknown connections to the PC. The personal firewall included within Windows XP and Vista is generally considered to be insufficient. They can control data coming in at the PC - an inbound filter - however they can not properly control outbound connections. If your PC is infected by Malware, you could be sending out Spam or other data on to the Internet without your knowledge. By adding a personal firewall you can control and stop unwanted outbound connections. There are a number of personal firewalls on the market - both free and paid for. Some anti-virus vendors include personal firewalling as part of their products.

 

Rule Three: Don't ever select the 'remember my password' option when registering online as your passwords are then stored on the PC, often in plain text, and are the first thing that a fraudster will target. Some malware is designed and written to go and search your PC for these passwords. In addition to this, if you use a laptop that is lost or stolen, the passwords go with it....

 

Rule Four: Ensure that your credit cards are registered with your card provider's online security services such as 'Verified by Visa' and 'MasterCard SecureCode'.

 

Rule Five: Use only one card for online shopping, maintaining a limit on the card as low as possible or even using a top-up card for your online purchasing.

 

Rule Six: Be sure to use a Credit Card and not a Debit Card. The bank provides you security guarantees with a credit card that are not given with a debit card. So don't be tempted to take your shiny new platinum card on an online shopping spree.

 

Rule Seven: Be sure to check your statements regularly, and if there is any sign of irregular activity, report it straight away.

 

Rule Eight: Always check for the little padlock at the bottom right hand corner of the browser (when using Internet Explorer) before entering your card details. Recently Verisign have added the green display bar to show a website with an Extended Validation certificate - this means the encryption key has been made strong, and the site has external validation.

 

Rule Nine: Make a habit of checking the site's privacy policy for details of how your personal information will be used and only provide the minimum of personal information, especially in on-line forms.

 

Rule Ten: Never shop from sites that you arrive at from clicking links in unsolicited marketing emails (SPAM).

 

Rule Eleven: It is important to remember that you could be doing everything right, but that the Vendor may do something wrong. A vendor may well be storing all your credit card data on a single server. This creates a single big target for a hacker to go after. If the Vendor's web site is breached, your details may well be compromised. The Payment Card Industry has recently introduced its own Data Security Standards to try and protect this data at rest. However the standards are not yet fully enforced and this risk is for all credit card transactions, not just those over the Internet.

 

Rule Twelve: Finally, don't rely on previous customer's testimonials - they are part of the organisation's marketing and not necessarily factual. The Golden Rule of commerce is still the same as it ever was.... if the offer looks too good to be true, it probably is!

The Citroën C6 is Europe's safest car, according to analysis of Euro NCAP data by motoring website NEWCARNET.co.uk.

From February 2009, safety organisation Euro NCAP will award a new star rating based on a car's combined performance in protecting adults, children and pedestrians in an accident.

Previously, vehicles have been awarded points and stars separately for the three areas, but the system is being changed in the hope that manufacturers will try to improve pedestrian safety as they aim for the highest ratings for their cars.

Applying this points system to the 150 cars that Euro NCAP has already tested separately in all three areas, NEWCARNET.co.uk discovered that the Citroën C6 scores highest across the board, followed by its stablemate family hatchback, the C4, and the Volkswagen Golf.

At the other end of the scale, the Isuzu Rodeo pickup scored lowest, with just 41 total points across the three areas, compared to the C6's 100.

NEWCARNET.co.uk's analysis also showed that Britain's best-selling car, the Ford Focus, is placed 27th in the table, with the most recently tested version delivering above-average scores of 35, 40 and 15 respectively in the adult, child and pedestrian safety categories.

Citroën's Grand C4 Picasso has scored a hat-trick at the prestigious 2009 What Car? Car of the Year Awards, winning the 'MPV of the Year' accolade for the third year in a row.

 

Vehicle Theft Is Not On The Decline

The Home Office's quarterly crime statistics just released show a 6 per cent reduction in offences against vehicles in quarter three of 2008. At the same time Andrew Smith, Managing Director of Cobra UK, (the European market leader for stolen vehicle tracking services) announced a 129 per cent increase in vehicle thefts from quarter three to quarter four in 2008.

 

"Although Home Office figures illustrate a decline in offences against vehicles, in Cobra UK's experience, this is not the case," reports Andrew Smith. "We usually see vehicle thefts increase in the run-up to Christmas, but we saw a significant rise in 2008. This could be due to the current economic climate and we predict there will be further effects on vehicle crime in the coming months."

 

Whilst the Home Office reports that vehicle crime is on the decrease, it indicates a four per cent rise in burglary, with 69,000 cases between July and September last year. Due to the way crime is recorded, it could suggest that in cases where a vehicle is stolen after a burglary, this is only recorded as an offence against the home."

 

Further statistics obtained from police forces suggest that as the financial crisis hit in the run-up to Christmas, crime increased across the board. The figures indicate that burglary and robbery rose in 31 out of 43 forces across England and Wales from September to December 2008 compared to the final months of the previous year. Within the 31 areas, this amounted to an additional 5,572 offences compared to 2007.5

 

The car industry's use of immobilisers and factory-fitted security may be reducing the Home Office figures but an analysis of 1.3m policyholders' claims during 2008 by esure car insurance shows that this improvement in car security may actually have led to an increased risk to individuals and their homes because of an increase in car key crime.

 

According to esure's figures, 81 per cent of all theft of cars worth more than £10,000 occurred as a result of criminals acquiring stolen car keys through burglaries from the policyholders' homes, car jackings or assaults. The remaining nineteen per cent involved either the theft of keys from gym lockers, 'owner close by' thefts where cars are stolen with the keys in the ignition but the owner is close by (i.e. petrol stations and newsagents) or the unauthorised taking of keys by family members.

 

Gordon Hannah, Head of Claims at esure car insurance, said: "It is especially alarming that thieves who used to target cars directly are now resorting to the much more sinister crime of seizing keys directly from the owners or their homes by forcible means.

 

"Hot wiring a car has largely become a thing of the past but while improved security is cutting the overall number of car thefts, it is also shifting the threat to individuals. This is why it's essential never to flaunt car keys and to keep them secured and out of reach of criminal hands at home or when out and about."

 

Esure tips on avoiding car key theft:

  1. Never leave your car keys visible in your hallway: It is too easy for a thief to see them through the letterbox and then decide to break in or use a 'hook and cane'.

  2. Never leave your keys in the ignition when buying petrol, opening the boot or popping into a shop: An opportunistic thief can easily drive an unlocked car away so long as the keys are there.

  3. Never hang up your jacket with the car keys in it: Keep them on your person and out of view at all times - whether you're at work or in a public place.

  4. Be careful with your car keys at the gym: Thieves have been known to follow car owners into a gym and then target their locker. Hand them to a member of staff, use a gym with CCTV, or just keep them with you at all times rather than in your locker. Consider a neck chain, put them in a zipped pocket, or buy a waterproof case for them if you're using the swimming pool.

  5. During winter months, never leave a car engine running to 'defrost' it: This is one of the most common causes of car theft using the original keys.

  6. If you have a garage - use it: Consider clearing out your garage to use for your vehicle rather than storage space to draw less attention to your car from passing thieves.

  7. Bolster your home security measures: With more car keys being stolen as a result of break-ins, consider reviewing your home security to include: a burglar alarm, window locks, a bolted-down domestic safe, and light timers.

  8. Drive with your doors locked: to reduce your risk of being a victim of a car jacking incident, keep all of your doors locked when driving your vehicle - especially when in slow moving traffic or town driving.

  9. Carry your car keys securely: Don't carry your car keys in a trouser pocket. Use a zipped jacket pocket or a neck chain. If using a handbag, put keys on an inside key clip if possible, zip or fasten your bag securely at all times, and a carry it close to your body using a diagonal strap if possible.

 

AA Calls On Government To Boost New Sales By Introducing Scrappage Scheme

Prior to Business Secretary, Lord Mandelson, meeting car industry representatives to discuss help for the industry this week the AA called for financial incentives to be given to those who voluntarily scrap older cars and replace them with new models.

The AA wrote to the Treasury calling upon Government to introduce a cash incentive scheme to encourage motorists to replace old cars with new ones. The AA claims this would help reduce vehicle emissions and add a needed boost to new car sales.

The current Vehicle Excise Duty (VED) system gives an incentive for some motorists to hold on to pre-2001 cars particularly if they want a more powerful and bigger car. There are two flat rates of VED for pre-2001cars, one below 1,549cc and the other above. These vehicles tend to be the gross polluters and tend to be less roadworthy and less safe. [my emphasis JB]

To overcome problems of the French scheme where old cars that had not been used for years were cashed in, this scheme should rely on DVLA data to show that the car is pre-1996 and has been on the road for at least the last 12 months. In subsequent years the scheme could be rolled out to pre-97, 98 etc. Average new car CO2 emissions have fallen by 13 per cent since 97, so any like for like replacement will mean significant improvement. Also the market shift towards diesel would suggest an even greater benefit.

In the proposed AA scheme a voucher against the purchase of a new car would be awarded. The motorist would take the old vehicle to the dealer and the dealer would offer the £500 discount plus any additional discount which would be increased to cover the scrap value. The AA estimates that there are approximately 4.26 million pre 1996 cars or 14% of the car parc.

The combination of dramatic falls in demand and no access to finance means that automotive businesses face significant cash flow problems. Short-term support is needed to protect vital industrial capability and longer-term to maintain a competitive market for consumers. Commenting, Edmund King, AA president, said: "A cash incentive to get the older gross polluter cars off the road to be replaced by cleaner, greener, safer models would be a boost to sales, the environment and road safety.

[In Germany there is a scrappage scheme which offers up to 2,500 euros to owners who replace a car over nine years of age.JB]

Meanwhile the ADF (Automotive Distribution Federation) via its Chief Executive, Brian Spratt, has issued a press release rubbishing the idea of a 'Scrappage Scheme' which it says is not the answer to the current problems of low new vehicle sales.

According to the ADF such schemes in other countries have 'merely distorted the market' and are a 'misuse of taxpayers money' and the ADF points out that even with the money provided by government low income drivers will still not be able to afford to purchase a new vehicle let alone a cleaner or more fuel efficient one.

The ADF also questions the environmental impact of the schemes and points out that there are many observers who feel that the resources used to produce a new vehicle and the consequential environmental impact greatly exceeds the environmental damage of the cars they replace.

The ADF (which does have a vested interest) puts forward the case that surely the best solution is to enforce the responsibility of owners to properly maintain their vehicles as this would positively impact upon road safety, the environment and the economy.

Whiplash Injury Claims Add £66 To Every Motor Insurance Policy

Whiplash personal injury claims are placing increasing pressure on motor insurance premiums, according to AA Insurance. The AA has contributed to a report by the Association of British Insurers published recently which shows that 1,200 people claim for whiplash injury every day following a motor collision, an increase of 25 per cent over the past five years.

The report, 'Tackling whiplash: prevention, care, compensation', says that 430,000 people claimed for whiplash injury in 2007, costing the insurance industry £1.9bn in compensation.

According to Simon Douglas, director of AA Insurance: "The cost of whiplash claims equates to about £66 for every UK car insurance policy, or about 14 per cent of the average Shoparound car insurance premium. This is more than twice the cost of claims for accidents with uninsured drivers".

"Over the past year, the average quoted Shoparound premium for a comprehensive car insurance policy increased by 8.7 per cent1 and whiplash injury will become an increasingly important factor in future premium increases."

However, Edmund King, president of the AA, points out that most whiplash injuries are avoidable:

"Drivers and passengers can help prevent themselves becoming victims of whiplash by adjusting head restraints before they drive off. The top of the head restraint should be level with the top of the driver's head, or at least no lower then eye level. Drivers can avoid inflicting whiplash on themselves and others by keeping a safe distance - at least two seconds - from the vehicle ahead."

Retromobile -  the theme of the 34th Retromobile, which runs from 6th to 15th February at the Porte de Versailles in Paris is 'New Energies that are more than 100 years old' whilst features in the trade exhibitions will include Johnny Hallyday's cars, the Peugeot Adventure, Citroën's celebration of its 90th anniversary and the history of the bi-cylinder motorcycle.

Amongst the 'new energies' exhibits that will probably interest TOC members are :
